Provincial Nominee Programs
Provincial Nominee Programs (PNPs) are programs designed to target the immigration needs of provinces. In Canada there are 10 provinces and each province has several PN programs.
Provinces nominate people for permanent residence who have the skills and experience that their economies need, but the Government of Canada makes the final decision to approve applications for permanent residence. Provinces work in partnership with the Government of Canada through Immigration, Refugees and Citizenship Canada (IRCC).
The advantage of PNPs is that they are considered to be alternative ways of immigrating to Canada. If you do not qualify for a federal immigration program because you do not have the right skills and experience, then you can still qualify under a provincial program.
For example, most federal programs do not recognize “self-employment” as work experience, but the Ontario PNP under its Human Capital Priorities Stream recognizes self-employment as a legitimate experience.
